Dohwa Engineering submits lowest bid for Omani railway

Tecnicas Reunidas and Parsons International the other two firms to submit financial offers

Tenders were received for Oman National Rail Project’s highly-coveted PMC package

Three international engineering and consulting companies have submitted their financial offers for the project management consultancy (PMC) contract of Oman’s national railway project, it has been announced.

The three engineering companies who submitted their financial offers were Tecnicas Reunidas, the Spanish international general contractor, Dohwa Engineering Company, a South Korean multi-disciplinary engineering consulting firm and Parsons International & Company, an engineering, construction and technical and management services firm.

Dohwa Engineering Company made the lowest offer for the project, with $277.4 million. Tecnicas Reunidas was the second lowest bid, with $430.64 million. Parsons International quoted the highest bid price with $483.03 million.

In August last year, five short-listed international companies submitted their technical offers for Oman railway’s PMC contract. Around 29 companies had evinced interest when the international tender for PMC contract was floated in June 2013 by the Ministry of Transport and Communication (MoTC).

The MoTC recently appointed Italferr, the Italian State Railways Group’s engineering firm that will provide consultancy services for preliminary design of the railway project.

“The PMC is much required now as its role will be to review the preliminary design. It is clear that the preliminary design consultant is moving fast and has started submitting the drawings for the first segment. We need PMC to review and approve the designs and hope it will be appointed very soon,” said HE Ahmed bin Mohammed bin Salim al Futaisi, Minister of Transport and Communications.

Once appointed, the PMC firm will provide overall project management consultancy services for the railway project, including the review of the design of the railway network and the contract process.
