Dohwa Engineering, a South Korean consulting firm has emerged as a potential awardee for Oman National Rail’s Project Management Consultancy (PMC) package.
It was reported last week that the prequalification criteria set for the Oman National Rail Project would challenge local contractors and consultants to compete with their international counterparts. In the latest development on the project, financial offers have been received by the Tender Board for the PMC package, and a consortium led by Dohwa Engineering has reportedly quoted a bid of $89.08 million ($277.4 million including construction supervision).
The next lowest bid, worth $154.6 million came from a consortium headed by Spain-based international general contractors Técnicas Reunidas. Parsons International, with $204.5 million was next in line with a low bid, followed by consortium led by Hill International and Parsons Brinkerhoff, whose bid values were undisclosed.
The Dohwa-led consortium consists of, besides the South Korean company, National Engineering Office (NEO) from the Sultanate of Oman, Koreal Rail Network Authority, First China Railway, and Balaji Railroad Systems from India. Reports by local daily Oman Daily Observer suggest the non-disclosure of other bid values means they have been eliminated as potential bid-winners.
The PMC contract involves the provision of consultancy services for the establishment of Oman Rail Company, besides other roles, such as reviewing the activities of the Preliminary Design Consultant, overseeing contract processes and construction supervision, providing project management services and so on.
