HKA Middle East appoints new delay expert

Dimitrios Konstantaras joins as HKA’s Middle East Expert team as Director & Delay Expert.

Multi-disciplinary consultancy HKA has appointed Dimitrios Konstantaras to its Middle East Expert team as director and delay expert.

Konstantaras is a Chartered Civil Engineer with over 17 years’ experience in various fields of the engineering discipline, namely design, construction, project management, concession contracts, and delay and disruption analyses.

The firm explained that its new delay expert has previously worked for a leading international design consultancy in the United Kingdom as a Tunnels Design Engineer and as a Technical Advisor to lenders, providing programme and project management services in major tunnelling and highway concession projects.

He also has extensive experience in managing design and build projects, including commercial and residential building construction projects, from inception, design and planning, through to construction and delivery, said HKA.

Prior to joining HKA, Dimitrios has worked with both FTI Consulting and Blackrock Expert Services carrying out delay and forensic analysis.

Konstantaras has spent the past decade as a expert witness work during legal proceedings on design, construction and manufacturing projects in a wide range of sectors, such as airports, rail and tunnelling transportation projects, oil and gas facilities, pipelines, mixed-use and high-rise building developments, specialised research laboratory facilities, and manufacturing and hydropower plants around the world.

His breadth of experience in design, construction, management, and disputes, and his technical, economic, and legal knowledge, enables him to deliver high-quality opinions in construction disputes, added HKA.
