DEWA names consortium for Hassyan SWRO IWP project
The SWRO project is expected to commence production in 2023
A consortium of companies including Ernst & Young (E&Y), CMS, and WSP has been appointed by Dubai Electricity & Water Authority (DEWA) as advisors on the Hassyan’s Sea Water Reverse Osmosis (SWRO) project. The project is DEWA’s first to be based on an Independent Water Producer (IWP) model and is expected to produce 120m imperial gallons per day (MIGD).
According to a statement, DEWA adopted the IWP system for the Hassyan desalination plant following the success of the Independent Power Producer (IPP) model at the Mohammed bin Rashid Al Maktoum Solar Park projects.
The utility firm notes that the SWRO desalination plant will use the most efficient, proven and reliable state-of-the art technology available. The plant is expected to supply the DEWA water transmission network to ensure sustainable supply within the emirate.
“The development of the project supports the vision of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote sustainable development. We are building production plants based on Reverse Osmosis (RO) which requires less energy than that Multi-stage flash distillation (MSF) based plants, making it a more sustainable choice for water desalination,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.
As per DEWA, the consortium will provide a multitude of advisory services including reviewing existing UAE legislation and regulatory framework, IWP Developer tender document preparation, soliciting development and investment market interest, financial model development, IWP Developer tender submission management and evaluation, development of supplemental agreements, commercial negotiation, concluding a water purchase agreement, and financial closure with the developer.
“DEWA is currently desalinating water through the joint production of energy and water using efficient MSF distillation technology, which depends on waste heat created by the production of electricity for water desalination. DEWA also uses RO to desalinate water, a proven technology that is also used around the world, to absorb a considerable amount of generated power by clean energy,” added Al Tayer.
The consortium’s scope also includes the preparation of a project marketing plan, participating in marketing activities, local and international roadshows, workshops, and the provision of training for the IWP concept.
