Dubai Municipality boosts construction capabilities through partnership with Singapore

The delegation met with government authorities and construction companies, with discussions covering modular construction, AI and automation

A Dubai Municipality delegation led by Director-General Marwan Ahmed bin Ghalita has visited Singapore to examine construction technologies, regulatory practices and urban development methods that could be applied in Dubai, according to WAM.

The delegation met Singaporean government authorities and construction companies, with discussions covering modular construction, artificial intelligence, automation, digital twins, sustainable infrastructure and smart-city technologies.

“International cooperation and knowledge exchange play an important role in ensuring that Dubai’s construction sector continues to evolve alongside advances in technology, engineering and urban development,” Bin Ghalita said.

The visit included participation in International Built Environment Week 2026, which brought together more than 14,000 participants and visitors and more than 1,300 industry experts and leaders. The delegation also visited BEX Asia to review construction technologies and solutions.

Dubai Municipality signed a cooperation agreement with BCA International, a subsidiary of Singapore’s Building and Construction Authority, covering training, technical visits and the exchange of construction policies and practices.

The agreement also provides for cooperation between Singaporean companies and development projects in Dubai and the assessment of projects and buildings across the emirate.

Meetings with officials from the Building and Construction Authority and BCA International covered construction productivity, building and inspection technologies, regulatory frameworks, cost management, sustainability and digital transformation.

The delegation also reviewed Singapore’s use of Prefabricated Prefinished Volumetric Construction (PPVC), robotics, artificial intelligence and safety-monitoring technologies.

At Kajima’s Asia-Pacific headquarters and research and innovation centre at Changi Business Park, the delegation examined robotics, automation, digital twins and smart building management systems used in construction.

The delegation also visited projects by United Tec Construction to study PPVC and modular construction, including manufacturing, transportation and on-site installation.

The projects were assessed for their impact on construction timelines, quality control, safety, labour requirements and waste.

At Avenue South Residence and other modular developments, the delegation examined the use of prefabricated and sustainable construction methods.

Bin Ghalita said the visit had also provided an opportunity to examine applications of artificial intelligence, digital twins and modern construction methods that could inform Dubai Municipality’s regulatory and operational practices.

The visit is part of Dubai Municipality’s efforts to develop its construction regulations and technical capabilities through international cooperation and the adoption of emerging technologies.
