Qatar’s CTC stripped of authority to invite major municipal tenders
Ministry of Municipality and Urban Planners will now be responsible for inviting bids for its projects

The Central Tenders Committee will no longer float tenders for civic works to contractors as the Qatari government has empowered the Ministry of Municipality and Urban Planning to set up its own tenders panel to invite bids for its projects.
The CTC earlier had the authority to invite tenders for big municipal projects, while a tenders’ committee within the civic ministry was responsible for inviting bids for smaller civic works. The Emir of Qatar, HH Sheikh Hamad bin Khalifa Al Thani, has endorsed the Cabinet’s decision to strip the CTC of the authority to float civic tenders, a report in The Peninsula, a Qatar based newspaper, said.
The decision means that the civic tenders panel for smaller projects would also be disbanded. As such, the Ministry will be allowed to have a bigger tenders committee, with the authority to decide and float tenders for all of its projects, big or small.
The tenders committee will have four members from the civic ministry and representative each from the Ministry of Justice, the CTC and the State Audit Bureau – though the latter will have no voting powers.
The Ministry of Municipality and Urban Planning will nominate the chairman and vice-chairman of the proposed committee, the report said.
